This is the earliest build we have found so far. It has a world select screen and Seacrest County from Hot Pursuit 2010 is a playable map. Most of the map appears to be fairly finished with some odd colors here and there. Also the ocean is missing in certain areas. And unlike the MW2 map this one has very stable FPS but is still highly unstable.
